It was an odd law. Why restrict the road speed of a safe, cost effective and environmentally friendly means of ferrying people from one place to another, be that an Ayats going to Belfast or a DD going to Drogheda or Kildare? Would people use the bus between Belfast in Dublin if its going to take 4 hours (it was timed in an Ayats) to do around 102 miles? Thats an average of just over 25mph which is appalling for a road with so much dual carriageway or motorway.
