Making sure that people have not defrauded the public transport system by putting enough inspectors onto a bus that the miscreants cannot simply hop off when they see the uniform is not introducing a "police state".

Single inspectors don't work, there is too high a probability of the fare-evaders getting off.

Speaking for myself, the sight of inspectors getting onto a bus gives a feeling of sec urity, that the transport system is cared for, rather than just abandoned to go feral.
