And frankly, the Luas ought not be POP either. POP requires over-zealous fare inspection in order to insure revenue maximisation, which indeed is labour-intensive.

None of this happened on the buses back when there were conductors on board.

Oh yeah: definitely go with a flat fare to make things easier for all concerned. A euro nowadays only gets you three stages, after all
