There`s nothing new or experimental about this latest revelation from Mr Tierney.
DCC long ago tendered for an Automatic Number Plate Recognition camera system and I seem to recall installed a trial setup atop gantries on Amiens St.

When luminaries such as the City Manager reveal things like this to Dail Committee`s they do so in the full knowledge and expectation of getting the "Proposal" into the public domain by the least problematical way as the Dail Committee`s don`t exactly constitute the most popular show in town...(They SHOULD !)

However before all the usual mullarkey about comparing the London CC model with ourselves begins we all need to examine the CONCURRENT and PREPRIATORY measures which Ken Livingston`s GLC in conjunction with TfL put in place.
The London CC model involved massive investment in the expansion and integration of the existing Bus Service with huge numbers of extra buses on pre-existing and new routes in ADVANCE of the CC.
The introduction of the Cash Flat Fare,Oystercard and the often overlooked automatic inclusion of ALL Bus Services in the Travelcard system meant that Bus Travel in Central London became,at a stroke,ridiculously easy to use,even for the most committed car driver.

This level of planning and committed interested in providing a workable and edible Carrot to motorists in advance of thumping them with a VERY large Stick is not even remotely considered by planners and administrators of the ilk of Dublins City Manager.

The Irish Public Administration system currently has NOBODY with either the Interest or Committment to Public Transport to effectively introduce a workable and smooth running system into Dublin City.

Until and unless Mr Tierney`s CC plan can be seen to BEGIN with the provision of an affordable (Massively Subsidised on a scale which will choke the PD rump) Public Transport system,then the entire notion is doomed to become yet another sortofa,kindofan idea that some lad saw in London,Warsaw,Moscow......etc etc..

As Mr Tierney appears to admit,the introduction of a CC looks like it`s being seen as some method of dealing with the undoubted chaos which the City Centre Metro/Luas works are going to cause.
Nowhere is the CC being seen as a stand-alone Civic Management tool in it`s own right,to be utilised in conjunction with complimentary large scale improvements in ALTERNATIVE methods of transport.

As we are learning further every day,modern Ireland appears to have been spectacularly mismanaged to a possibly criminal degree by a coterie of low level Del Boy types whose sole common attribute is a complete and total lack of understanding of the basis of European Integration...The Common Good.

We do not understand it,we regard it as foreign to our culture,we celebrate and re-elect those who consistently thwart the improvements which accrue from it...in short we get what we deserve.
